What is considered a federal offense when the us mail is concerned?

If a prison guard was in love with me and started intercepting mail both in-going and out-going from an inmate...is that not a federal offense? Keeping my pictures and never delivering the mail??? Never letting his mail go out to me?

  1. It is absolutely a federal offense. 42 U.S.C. sec. 1983 allows an inmate to sue a prison official who violates an inmates federal constitutional rights. Typically these rights and cases are First Amendment freedom of speech infringements as it pertains to mail.
