from zip code 40207 to Puerto Rico, will this be considered international? or domestic?? USPS Priority mail thansk~! zip code 40207 to 00956

1. I have strong reason to believe it is domestic. I checked on the official site...and when it asks for the abbreviation of the state, I put in PR. and it was registered under the rest of the states. Take a look and see: http://zip4.usps.com/zip4/welcome.jsp
2. Is the same postal system. Cost is the same, is like mailing from state to state.
