Postal Letter

Is there a central office for the Postal Service to store dead letters or does each PO keep their own?

1. There are 2 Mail Recovery Centers to cover the US. One in St Paul MN and one in Atlanta GA. Other than Standard Mail, which is kept for recycling at each Post Office somewhere, all undeliverable mail is sent to one of these centers.
