isnt there a law about overcharging freight fees used on ups, fedex, etc?

i was told that if a shipment cost 9.00 to ship, and seller marks it up a certain percentage it is somehow illegal, where can i find the law specifying this?

1. eBay discourages excessive shipping charges, but there is no law against it, at least in the U.S., as long as the listing is clear and honest about what the shipping charges will be.
