Is universal access a core mandate of the US Postal Service?

Should the rural population pay the full cost of providing service to those people who live in remote areas?

1. Democracy means government of the people, by the people and for the people. Every government take taxes and revenues form the citizens to repay them back by giving them facilities. Similar is the case here in US Postal Service.
