What happens if you dont put a return address seal on an envelope being sent through the US Postal Service?

I heard that they began throwing them away ever since the Anthrax scare. Is this true? ...or do they go through like normal mail?

1. it goes through as addressed
2. It will be delivered as addressed. However, if there is no such address, it can't be returned to you.
3. If it gets lost you cant get it back with out a return address.
4. As long as the address it is going too is right it will go through. If it is wrong, you will not get it back though.
5. The mail gets discarded.
