How to turn on virus protection in Windows Security Center?

I get to the page where it says to turn on virus protection. It just reads Off. I click on it, nothing. I click on Recommondation, I get 'Turn on your installed antivirus program.' But nothing gives me the option to turn anything on! I have Norton Antivirus Installed and it keeps popping up with alerts ' warning - Norton is turned off!!! Help please! Thanks

1. do you have an antivius in the first place.... if you do windows should automatically detect it.
2. Follow this link and choose your product then follow the instructions. http://www.symantec.com/norton/support/selectproduct_ts.jsp
3. Click Start > Programs > Norton Antivirus and turn it on from there. Windows Security Center only displays the status of your AV program, it cannot turn it on for you.
