Ebay US shipping to Canada is there $5 postal handling fee and additional shipping fees not listed on ebay?

I am buying hair dye less than $20 on ebay. From US to Canada. Since it is less than $20 ebay says: Any good valued at C$20 or less is exempt from duties and taxes. So I don't have to pay cross border fee right? You pay a $5 handling fee to cover Canada Post's cost for performing Customs services on your behalf. If your mail item is duty- and/or tax-free, you do not have to pay the fee. My item is duty free so I don't have to pay $5 correct? My item $9.00 + shipping $3.00 So all I will pay is $12 right? is there a hidden shipping fee or custom or handling fee right? It will be shipped with USPS, i looked through the website but there is no additional handling fee is there something else I should look into? I don't want my $12 item to end up being $40 due to additional handling/ shipping/ border fees. thanks

1. You only pay the $5 to Canada Post if Canada Customs decides to charge you duty. Duty is at their discretion though they normally won't bother collect from small purchases. I've bought items from the US around $100 and not paid duty, pst or gst.
