united postal service procedures:?

My daughter ordered from walmart.com and the items were shipped and delivered, went to check on delivery status and said it was RETURNED to sender. I yelled at them. we had just bought our first house, and our old place is 2 hours away. and we are painting and fixing pipes in new house, so coming in and out at all times. the problem: why would they send it back and not ask neighbors.?? or leave a note telling us to pick at ups office.??? no, they didnt do either one of these, and they only attempted this 1 day, their site says 3 times they attempt to deliver. so, should I reorder the items that were shipped back? wait for them(ups) to call back; they are to call me by 10am today, but I have work at 9am; do I call work.? we order things before when moving and had no problems, they left with neighbors and left in the extra car that was in driveway and even put between the screen door and main door. why not this time?? dont know, the office said because the guy said it looked empty. told her that didnt want to move furniture to paint walls, and some water pipes in basement needed replaces, and didnt want our cats to run out the door and not smell paint fumes. what would you do??? please help, I have to leave for work in 30minutes. this is not regular post office, this is the brown ups guy. and NO!!! the office I called said he didnt ask anyone, no neighbors, the neighbors have both come to me and my husband and welcomed us, and we told them that we are painting before moving in because of our cats. and didnt want to move furniture with painting. to hard after. the house has been vacant for awhile, the bank owed it, we bought from the bank. thats why had to replace water pipes, lots of leaks. we have been in and out of there for 2 weeks now. and: so do I call off work to get the phone call from them? or do I reorder the items?? no one has answered this. GETTING FRUSTRATED!!! WHAT DO I DO FOR NOW??? DO I REORDER THESE ITEMS??? DO I CALL WORK AND SAY I AM GOING TO BE LATE??? DO I WAIT FOR UPS(THE BROWN TRUCK PEOPLE---NOT THE LOCAL POST OFFICE.) TO CALL ME BACK BY 10AM??? WHAT DO I DO FOR NOW??? HELP!!!????

1. wondering if a neighbor said you moved to the delivery man that seems the only reason they wouldn't attempt another delivery
2. Can you have the package delivered to your work instead? UPS can be like that.
3. The USPS will need an active address to deliver to. Most likely, the previous owners notified the post office that they were moving and you had not told them that you were moving in. The post office typically matches names to the address before they deliver. This is especially true if you have a mail hut. Still, I seem to get lots of other peoples mail. Sorry, I had the same thing happen to me when I moved.
4. The Postal Service is cutting back on employees to save money. The (most) employees they do have are pushed to do two hours work in one hour. You are experiencing a result reduced postal workers. Why don't they send there jobs to India? For .16 an hour they could triple there work force. The service will continue to go down hill.
