How do I mail a newspaper to someone in the military in Europe?

Do I just roll it, tie it and put a label on? and does it cost more to mail a book than it does to mail say a can of cookies...Because they always say the postage is different if your are mailing abook?

1. you can roll it and then wrap it in brown paper. Put the address label on the outside of the brown paper, then take it to your local post office. They will do the rest.
