How do I know my sending mail is checked out by the receiver?

I want to make sure that the mail I am sending is checked out by the receiver I am e-mailing to and exactly what time would be.

1. Yahoo free mail does not provide that service, Yahoo Mail Plus does but you have to pay for that.
