Is it true that you can't refund your payment to a courier delivery service even if the thing is not delivered?

I paid for the courier delivery to someone. But I did not receive what is supposedly to be delivered to me. So I ask him to refund my payment, but he told me that it is not possible to make the refund because he already paid it to the courier delivery service. Can I still insist the refund?

  1. Ask for proof of delivery--most delivery services will do a refund if they can't prove they delivered the item. (This is true of the post office if you paid for express delivery.) Of course, this is not be confused with the scams that ask you to pay delivery fees to trick you into sending money to the scammer via western union.
