What does "Attempted Delivery Abroad" mean with USPS tracking?

I have reason to believe that that message on the Track & Confirm feature mean that my item is being held at the depot or post office and that I need to pay a shipping fee or something, is this correct?

  1. Someone tried to send you a woman.
  2. They tried to deliver your parcel but couldn't. You'll have to go too the post office most likely.
