Is it legitimate to send a lot of merchandises overseas via Fedex or DHL?

I wanna send some stuff to my cousin in Brazil so he can sell it over there with much higher price, I am gonna ship it via Fedex or any other carrier so we don't have to pay tax . Is it illegal and if it is, would it be on my side or on his side? Thanks guys.

1. you/he would be engaged in the import/export business which is governed by specific regulations in both countries. it would be illegal to sidestep the laws.
2. There's nothing wrong with sending it via Fedex but you might have problems passing customs. The company I work for ships merchandise to Brazil on a regular basis. Typically the person receiving the merchandise is responsible for paying all duties and taxes. If it gets stopped in customs they will require proof of responsibility for taxes before they will release it.
