Does USPS deliver packages at different times than regular mail?

Does USPS deliver packages (that need to be signed) at different times than regular mail? Or would they bring them at the same time, also what is the latest hour on a weekday that USPS will deliver, if my package has not arrived until now is there still time today? It is 4:30 PM Eastern Time.

2. I know the mail carrier here bringing me my package(s) and says to me that he will come back later and bring the mail,sometimes he does both at the same time.........
