can stamps be used as cash at the usps?

I was told by local post office it is federal offense to exchange stamps (flags for forever) - just bought a day ago and they said didn't have forever ones in a 100 so gave my spouse flags. thanks for answers - they do come in rolls of 100 at costco for one. also, just received e-mail back from usps.com - they say they can be exchanged if not ones you wanted to purchase

1. I don't know whether you can return stamps or not, but if you get your stamps by mail, you'll always get exactly what you want. Check the usps website, you can just order them.
2. It is not a federal offense, it's PO policy not to exchange stamps. Forever stamps are available only in books of 20, not in rolls of 100.
