Who will deliver my Ebay Item?

I ordered something off ebay and the shipping sevice is US Postal Service Parcel Post 2-9 days. This item is in IL and i live in TX and it's been about 11 days already. 1.)Is it usual that it could take a few days extra? 2.)Who will deliver it? UPS or my mailman?

1. UPS will only deliver UPS shipped items. As you said the item was shipped via US Postal Service so the USPS mailman will deliver it (no such thing as item sent through USPS being sent by UPS) Did you buy delivery confirmation? If you did, you can ask the seller for the tracking number so you can track where the item is now.
