what if any is the reward for the capture of some one tampering with the US mail?

an ex tampered with my mail by changing a street address to her address in an attempt to get info on my bank accounts. Does the postal service pay out rewards for lowlifes like her? She has a long hisory and police record of CC fraud, SSI fraud Unemployment fraud.. Hot checks and shoplifting. THE REASON I DUMPED HER! I know money talks, I've posted $1000.00 for the arrest and conviction on the interenet where she hangs out. So far nothing. I know she did it, I just need to prove it. SO far the bank, the police and the postal inspector are involved.
