What does "Arrival At Unit" mean for the USPS tracking information?

I shipped an item to somebody who bought it from me on Ebay. I shipped it via USPS. Everything was going fine. It got to the point where the tracking information says "Arrival at Unit". However, the buyer never received the item. What does this mean exactly? The buyer contacted me and I told her to physically go into the post office and inquire. She did, and they said they could not help her.
