Free web based newsletter - creating and distributing site or program?

I'm looking for a free software or web site that will let me create a newsletter where I can easily add or delete recipients email addresses and the newsletter is sent in HTML format. Something simple, but easy to use. Preferably with design and send features, but I could create it myself in HTML if I had to. Do not say use MS publisher and email it with outlook - that is NOT what I am looking for. Any sites or software you know of? Aweber looks good, but it's not free. I'm not having many users at this stage, so it's not worth the cost yet. Keep answers coming if you have them please. None of these are what I am looking for. I found http://www.phplist.com/ Looks like this will work. Thanks for your posts anyway. MailChimp looks good too. Thanks for that - I'm setting up PHPlists now, but they do not have much in the way of templates to use. MailChimp appears to have that.

3. Take a look at mail chimp at http://www.mailchimp.com/pricing/. For a small subscriber list, it provides a free plan and you can upgrade the plan depending on your needs.
4. I wouldn`t recommend free newsletters, most sites use the emails you supply as an asset whether you like it or not so be careful with who you join. Can be done with web editing skills and ms outlook, I use it and is much more customizable. In america there shouldn`t be free labor and services. probably a leading factor on why the economy is so bad then again its only my opinion. Software cost money to engineer.
