Is it unacceptable to mail a Hiring Manager or Resource team a job application?

So i am 16 looking for a job. I applied for all the jobs i can online. However, many places require you to take them to a nearby store next you.I have no ride whatsoever to these places,my mom works full time and not allowed to walk by myself. If so, should i direct the mail directly to "The hiring manager" or "Human resource team"? Btw i already filled out all print out applications.

1. If you dont have a ride to the places to apply, how are you going to get there to work?
2. To answer your question, no, it's not 'unacceptable' That said If you cannot get their on your own and your mom works FT then you need to keep your search to where you are allowed to travel - like via a bus route. If that is not allowed, there is always babysitting for neighborhood kids.
