What is a US Postal Service money ?

I want to purchased online from ebay but unfortunately I dt have paypal service in my country. The seller suggested that I pay him through A US Postal Service money , what is it actually? He added that I can pay him through money order? which is better?and what is the difference between them and which takes less time? Thanks
