1. Usually it is one but if the package seem to be heavier then you might want to place two on there.
2. Depends on the weight of the envelope/package. The heavier, the more stamps. The lighter, the less stamps. To determine the # of stamps to put on an envelope/package is determined by the weight of the envelope/package. If it's just a simple letter, one stamp.
