Postal Letter

Mailman did not get out of truck to deliver Certified letter while i was home.?

I watched him thru window leaving mail, went out found card saying "we missed you, come pick up your letter". What is his duties? What can i do as far as complaining?

1. His duties are to ring your doorbell and deliver the letter having you sign. Call the post office and talk to a supervisor. Let them know you were home and what you saw
