Does your post office give you an acceptance scan for online postage?
Without a acceptance scan you have no way to prove you delivered a package to the post office and the post office is not responsible for anything they loose that they don't acknowledge receipt of. Paypal will not accept the fact that the post office is at fault when a buyer claims he never received a package when the seller has no proof of mailing. Even though the post office claims to give the same the same service for online delivery confirmation that they do for over the counter purchase of the same service. They don't unless you make a big deal out of it and contact consumer affairs to complain.

- No, confirmations issued from an online source are never to be scanned individually, never. All of the PC Postage vendors do, however, issue a SCAN Form if you request one at the time that you finish a label session. This single form cosolidates all of your label numbers into one barcode that is required to be scanned when you present it. If a buyer claims not to have received your package, then files a dispute with Paypal, Paypal is going to ask you for the delivery information. You seem to have the misconception that if you can show that you actually sent the item to the buyer, that you will be in the clear. Sorry to tell you that the only thing that Paypal cares about is that you have some sort of online viewable proof of DELIVERY. Paypal could not care less that you shipped something. Without the delivery scan, you lose. In the end, you can complain all you want to Consumer Affairs, your postmaster, or the Pope, but your PO is following regulations but not scanning your online postage packages. Here is the thing, the service you are complaining is called "Delivery Confirmation". There is nothing int he name to imply that anything would be done at acceptance. Buying DC at the retail counter has to be scanned to get the electronic record in to our system. Electronic DC is in the system as soon as you purchase the label
