where can i get a free web based email marketing opt-in tool?

I need to add a newsletter sign up service (web based) to my site. Are there any good ones that are free or cheap...where you don't have to keep paying monthly?

1. Hi, I did a quick google search and found that mailchimp gives you quite a lot of credit for signing up. Read the full review for more info, there's no point of pasting the whole article here. Hope it helps.
2. "Free" meaning you dont have to pay a service provider with no fees: http://www.interspire.com/emailmarketer -> you just need to buy the software and install on your own server. They also have the web based with a free trial: http://www.bigresponse.com
