Is there free tracking when you ship a small flat rate box from the United States to Canada?

I am trying to ship a video game on ebay from the United States to Canada. I am doing this via small flat rate box with the USPS. Does this shipment come with free tracking that is accepted by Paypal as proof of shipment?

1. go to the post office to mail it, ask to have a tracking number and if you make it mandatory that some one sign for it, the USPS will hold on to it until it is pick up and signed for by that person.
