What determines if a letter gets stamped at the post office?

This is just a random thought I had today when I was looking at my mail. Some had a stamp from the post office and some didn't. Why? It wasn't a postage stamp, just like an ink stamp.

1. There are many more options for people to purchase postage now. They can get stamps online at various sources, but they can also purchase meter postage from a couple of different companies. Meter postage does not have to be cancelled. Stamps usually are.
