United States Postal Service and fragile mail handling?

To have the word "fragile" stamped on a package I'm sending out, is the USPS going to charge more for handling?

1. This is called "special handling' and the charge is $7.40 for a package under 10 pounds. Proper packing may make this unnecessary.
