How to send a voice mail directly to a land line phone without calling?

I am trying to send a voice mail directly to someone's phone number, which is a land line. I am using a Verizon cell phone, and pressed two in my voice mail to leave the message, however, when I finished recording, sent the message and hung up, I received a voice mail, saying that the message was not delivered successfully. I was wondering if anybody has a solution! Thanks!
