Questions about free USPS Shipping Labels?

I Ordered 500 Shipping labels,(a while ago)and they sent a bill of $0.00 and i threw the bill away,then i used them all , tried to order again and waited about 3 weeks,never came tried again never came,any clues or ideas why...
