Does the USPS charge shipping and handling when ordering from their online store?

I want to order some of the free priority flat rate boxes and envelopes from the USPS online store and was wondering if they charge shipping and handling?

3. There is never a Shipping or Handling charge for mailing materials ordered at usps.com. Your clue would be that you are not asked for any sort of payment method when placing an order.
