Can you send mail to the Netherlands using U.S Forever stamps and a plain envolope?

I want to send a Package to my brother who is living in the Netherlands and it's not that heavy 2.6 oz I am going to use a USPS box so is it possible to just put a bunch of stamps on it and an address or do I need to buy a special international mail envelope?

1. As far as I understand the system, yes you can. Here is a link to a website that can tell you more: http://ircalc.usps.gov/default.aspx?Mode=Intl_Single&CID=10113&M=6 If in doubt, bring the package (and if you want to use them the stamps,) to the post office, and let them check what you have done, or ask them to tell you how many to put on.
