Who determines insufficient postage?

I have heard that the post office has an automated system to determine IF there is postage, but not necessarily that there is the right amount. If so, then they are relying on individual USPS employees to catch mistakes in postage, correct? And this is why some with insufficient amounts still get delivered while others do not? I am confused...

  1. USPS is the facility which should determine whether an item has sufficient postage. If there are instances where items with insufficient postage have been delivered, it is possible that the automatic screening system does not recognize amounts but only stamps.
