Cheapest way to ship a small quantity of goods from China?

I'm looking into importing some bathroom accessories from Ningbo, China to Toronto, Canada. It would weight approximately 181KG (400lbs) Do I contact a Customs Broker, or a Freight Forwarder? What is the most reliable, hassle free and cost effective way to do this? I don't need rush delivery. Fedex charged me $75 just to bring over a 1lb sample! Totally new to this, need all the help and advice I can get. There must be a cheaper way, how do other one person business owners import from china?
