Is printing a shipping label from paypal for USPS cheaper than the flat rate at the post office?

If I want to send a package using USPS is it cheaper to print the shipping label from paypal and stick it on the priority box I'm using? What about the pounds and ounces? In some countries it's 26.50 to send about less than 4 pounds. When I enter the amount of pounds in paypal and print the shipping label will it be the same cost? I heard it would cost much less doing it that way if you know the weight. I don't want to charge someone almost 30 dollars for shipping. This is international shipping by the way. Can I use the priority boxes and put the labels on and then just give it to the post office, no extra costs? Also, will the same rules apply with Domestic shipping? Not the prices of course but will it be cheaper? Please answer with prices in the answer, this would help a lot, thanks!

1. Hi, If you print from usps.com the cost is less than the post office. There is an online postage calculator to determine the type of shipping & it's price.
