How to call companies and as about employment opportunities for others?

I am an employment specialist and have been for almost 3 months. I work with men who have felonies and little to no work history. This is the first position in the social service field I have had since graduating from college. I have had the most difficult time acquiring contacts for my clients and when they are looking for jobs to apply for I usualy look in the newspaper and online job search engines (yahoo jobs, monster.com, ect.) I have went to a few companies in the area of my job, but find it difficult to speak to anyone who hires. How can I call/meet with companies and ask about employment opportunites for my clients.
