what happens to old postal stamps?

what happen's to old stamps when the post office does not sell all of them? If there is a collectable stamp or past stamp that does not sell out where do they go? Does the post office just keep them untill someone buys them. Even if they have a date/timeline to use by like the federal duck stamps?

  1. old stamps go to the main post office for your district. For example, the post office for 410, 450, 451, 452xx send stamps to the (I cannot spell the name of the hobby) "stamp collectors" department where they sell them until the stamps are gone.
