Is there a Law that requires postal workers to put mail in your mailbox?

I live in a 3 flat in the city and for weeks our postal officer has just been throwing all of the mail on a table instead of sorting it and putting it in our individual boxes. This certainly seems like a breach of confidentiality and risks identity theft. I have looked at some postal law but I couldn't find anything that requires them by law to sort and place mail in boxes in multiple unit buildings. Any help would be appreciated. Does anyone know of the specific law? I would like to quote it when I call and complain.

By Federal law the postal worker must put your mail in an accepted mail box in your apartment building, outside your home, through your front door mail slot or in the community mail box which has individual mail box's located all together. Not must the postal worker put your mail into some form of accepted postal box but they are the only individuals that can use the box. It is illegal for anyone else to place anything and I do mean anything into your mail box. We have a police office in my town that is in trouble for leaving blank Police Incident Incident reports in a friends mail box. Some one saw him do this, photographed him doing this and reported him to the Police Chief.
