Is US Postal Service Parcel Post for $16.95 reasonable?

I seen something on ebay, but that is way to high for some shipping that's going to take 3-10 business days. It's just a race track, no more than 3 lbs, and that seems like an over exaggeration. Is that price way to high, or is that a set price?
