(usps-international flat rate) Is price the same no matter how heavy it is?

USPS says, * Priority MailĀ® International Small Flat Rate Box* USPS Supplied Small Box: 8 5/8" x 5 3/8" x 1 5/8". Maximum weight 4 pounds. $13.45 Does it mean as long as I put all the stuff in the box they suggest, it will cost 13.45 dollars? It doesn't matter if a package weighs 1 pound or 4 pound?

  1. it means the box is $13.45, and they will charge you the rate separately
  2. As unbelievable as that sounds....yes! it is just $13.45 for 1lb or 4....but not more...
