which is better? USPS Express Mail International or standard Int'l Flat Rate shipping?

I want to buy on ebay and I'm wondering which is the better option for shipping outside of the states? USPS is bit more pricier though.. flat rate shipping is dead cheap 7 dollars.. :P the item I'm buying really isn't that big at all it's the size of an album cd case and it's light in weight.

1. Unless the person needs it in a big hurry, express mail is costly. even flat rate express mail is up there. what about regular (not flat rate) international shipping?
