How accurate Is the USPS tracking order?

I mailed someone a book over 3 weeks ago. (april 5th) Ive been following it up with the tracking. It was delivered april 12th. Today i get an email saying the book didn't arrive yet.

1. In general it sucks but it should be fine at both ends. If you have the tracking number give it to the person and let them see that it was delivered.
2. Was it sent with delivery confirmation? Or insured? Anything that would have a barcode on it that needs to be scanned? If so they can tell you the exact minute it was delivered, or attempted. You or the other person needs to call the post office that it was delivered from. They should be able to tell you. Also you can call 1-800-ASK-USPS for help finding that post office.
