1. They did about a month ago when I bought some. You can order them online at usps.com. It only costs $1 to have them mailed to you.
2. yes they are 49 cents now
3. Yes, they do, and they are still 44 cents (the standard price of one first-class stamp). They are absolutely NOT 49 cents, as another person here has stated.
