Forever stamps on USPS flat rate priority envelope?

Hello. We have a flat rate priority USPS envelope. It costs $4.95 to mail and it and I was wondering if we could just put on a bunch of forever stamps to mail it. It would be around 12 of them because they are 44 cents each. Thanks.

1. You can use whatever stamps you want on the envelope, but if it weighs 13 ounces or more you will have to present it to the clerk at the window at the PO.
