are USPS Forever Stamps going up in value anytime soon?

1. They were going to increase from 44 to 46 cents each in January. However, that proposal was recently shut down
2. A Forever stamp's value is the amount of one ounce first class postage. From what I'm hearing, the USPS will request a rate hike next year.
