Is standard mail not forwarded via the USPS change of address?

On the pamphlet here it says "Standard mail not forwarded unless requested by mailer." What is standard mail, is it like a simple letter with a stamp? I can buy "Premium forwarding service" but that's quite expensive but it will forward everything...

1. Standard mail is junk mail that says "Current Resident" or "Household." Anything that you order or that has a stamp on it is considered either first or second class mail. All that gets forwarded.
