is it normal for usps mail change of address request to stop mail arriving at our old home right away?

i requested our mail not to be forwarded to our new address on the 21st of december, but since last wednesday, the 8th, mail has stopped arriving at our old house. i put in the request on the 2nd. is it normal for the forwarding center to hold our mail until we go to the new address. shouldn't mail still be coming to our old place until then? *to be forwarded to the new address on the 21st *to be forwarded to the new address on the 21st

2. Apparently your letter carrier did not read the effective date on the COA. I would go to the PO and talk to the carrier.
