Postal Letter

Regarding DV lottery, USA immigration visa?

KCC has sent the second NL letter on October 20, but due to the postal office problem we face here I have not received it yet. KCC has informed me that I have the interview scheduled on 30th December and the Embassy has confirmed it too. Can I go and have the interview without the second letter ?
