Can I register for a voter's ID even if it isn't election yet?

I need a digitized, government-issued ID to apply for a passport since DFA did not honor my postal ID and my SS ID has not been issued yet, thanks to red tape, Philippine style. Can I just go to any COMELEC office and register even if it's not election season yet?
